Malaysia has opened a major learning opportunity. Through Rakyat Digital, the government is funding three months of access to more than 16,000 Coursera courses and professional certificate programmes. The initiative is called the Global Learning Pass. It aims to help Malaysians build skills for an economy shaped by AI, data and digital technology.
This is not just for IT specialists. A student, teacher, banker, business owner, employee or career changer can explore relevant learning. Here is what Malaysian readers need to know before applying.
What exactly is being offered?
The Ministry of Digital, through MyDIGITAL Corporation, is offering 100,000 learning licences. They are planned in four groups of 25,000. Each licence provides up to three months of complimentary access to selected Coursera learning content. The first cohort began on 16 September 2026. Places depend on eligibility and availability.
This is time-limited access, not a permanent free Coursera subscription. Course certificates are available where the specific course offers them and its completion requirements are met.
Who is eligible?
· You must be a Malaysian citizen.
· You must register through Rakyat Digital using MyDigital ID.
· You must provide an active email address and accept the programme terms.
· Licences are limited and allocated on a first-come, first-served basis.
The published Coursera terms do not set a general upper age limit. Do not confuse this programme with separate youth-focused AI initiatives. Malaysian permanent residency alone does not satisfy the citizenship condition.
How to apply: six practical steps
1. Open Rakyat Digital
Go to https://rakyatdigital.gov.my and find the Digital Skills Hub / Global Learning Pass.
2. Set up or update your account
Enter your email, verify the one-time code, and review your profile. Returning users should use their previous Rakyat Digital email to preserve learning records.
3. Verify your identity
Use the MyDigital ID app to scan the portal QR code and complete verification.
4. Join the Coursera licence waitlist
Provide an active email address and accept the Coursera terms. Joining the queue is the required application step.
5. Watch your email
Eligible applicants may receive an invitation within 48 hours, subject to licence availability. Check your inbox and spam folder.
6. Activate and begin learning
Follow the invitation link promptly. The programme assigns an introductory digital transformation course of about two hours. Complete it promptly, then select further learning.
What if the current cohort is full?
You do not need to wait for a new application announcement. The official terms say registration is open daily. Once the 25,000 licences in the current allocation are taken, verified applicants go onto a waiting list. The programme says they will be prioritised and notified by email when a licence becomes available.
Important: Do not create a second registration. The official one-time application policy says that once your application has been processed for allocation, you cannot reapply—even if capacity prevented you from receiving a licence. Stay in the official queue and follow its notifications.
When are the next rounds?
The government announced cohorts of 25,000 every three months, beginning 16 September 2026. This suggests further allocation windows around December 2026, March 2027 and June 2027. These are indicative periods, not published, guaranteed opening dates. Applicants should use the live portal and email notifications rather than rely on an assumed calendar.
Unlike a university semester, Coursera courses are generally online and self-paced. There is no single national timetable for all 16,000+ courses. The key deadline is the learner’s individual licence window, which the official terms calculate from the invitation email date.
Critical dates after you receive an invitation
· Within the first 7 days: activate the licence; the Coursera programme page also instructs learners to complete the introductory course.
· Around day 7: a reminder may be sent if requirements remain incomplete.
· Around day 14: a final reminder gives approximately 48 hours.
· Around days 16–17: revocation may begin, with the licence reassigned.
· Around three months / day 91: access ends and the licence is recycled.
The Rakyat Digital terms and Coursera landing page differ slightly in how they describe the activation and introductory-course deadlines. The safest course is to activate immediately and finish the introductory course within the first week. A revoked or expired licence does not qualify for reapplication under the current policy.
What can Malaysians study?
The published areas include artificial intelligence, machine learning, data science, cloud computing, digital transformation, technology, business and digital literacy. Learners can explore related fields such as cybersecurity, project management and programming, subject to the catalogue available under their pass.
Courses highlighted in the October announcement include Understanding Digital Transformation (a two-hour introductory course), Google AI Fundamentals, Foundations: Data, Data, Everywhere, and Foundations of Project Management. The full catalogue, entry requirements and certificate conditions should be checked inside Coursera after activation.
How should you use the three months?
Start with a clear goal. A beginner might build digital literacy and learn to use AI safely. A professional might focus on data analysis, project management or AI applications in their industry. A business owner might study digital marketing, automation and business analytics. Choose a small number of courses you can actually finish, rather than enrol in many and complete none.
The first three weeks produced 43,000 course enrolments from 12,900 learners, according to the 8 October announcement. That is strong early interest, but enrolment is not the same as completion or skill development. The lasting value will come from skills people apply at work, in business and in daily life.
